Roy Phillips was the Assistant Chief of the Los Angeles Police Department, replacing Ben Gilroy.
Season 3
Phillips stopped by the Barn to talk with Captain David Aceveda. As he was walking away, Detective Claudette Wyms approached him. Roy admitted to her that Aceveda had decided not to step down from the captain position yet.

Roy was seen reporting to Monica Rawling numerous times.
