Rich Nelson was Monica Rawling's partner several years before Season 4.

Nelson, obsessed with arresting Antwon Mitchell, planted a high supply of drugs on his car, which he used to arrest the drug dealer, despite Monica knowing of his corrupt ways. Even though everyone knew about the false drug charge, Nelson was never caught and Antwon spent 13 years in prison.
Three years prior to Season 4, Nelson developed cancer and succumbed to the disease.
