Jesus Latigo was a Honduran that helped Latinos broker deals with kidnappers.
Before Season 1[]
Latigo had a reputation of brokering deals with kidnappers of Latinos. Since a lot of his clients were illegals, they'd prefer to deal with him than go to the police. Latigo charged a commission to the families and, according to him, had a 100% recovery rate.
When Anabel appeared after being kidnapped by three Mexican, Latigo approached the family. Since Anabel and her family were illegals, he offered his services to help them. Latigo was then brought to the Barn by Detective Claudette Wyms for questioning on the case. During the interrogation, he refused to speak more about his dealings alleging that his success was because the families trusted him.
Claudette and Dutch Wagenbach pushed him into agreeing to a meeting with the Mexican kidnappers. He did and they were arrested by the police and the Strike Team.
