Arno was a Farmington neighbor and the father of Noa.
Season 3
When Arno thought that a neighbor had been watching through his wife's window, he and Noa went to his house and started beating the door with baseball bats. As neighbors gathered around, Officers Julien Lowe and Tommy Hisk arrived at the scene. Tommy started cuffing Arno, while Julien cuffed Noa and tried to hold the neighbor inside the house. However, Noa managed to sneak out and run from the house. Tommy then went after him and left Julien watching over Arno.
